About the US EPA HPV Challenge: The U.S. high production
volume (HPV) chemicals includes about 2,800 chemicals manufactured
in or imported into the United States in amounts equal to or greater
than one million pounds per year as reported for 1990 and 1994.
The U.S. HPV chemicals were identified through information collected
under the Toxic Substances Control Act (TSCA) Inventory Update Rule
(IUR). Organic chemicals that are manufactured in, or imported into,
the United States in amounts equal to or exceeding 10,000 pounds
per year are subject to reporting under the TSCA IUR. Reporting
is required every four years. Inorganic chemicals and polymers,
except in special circumstances, were not subject to the IUR reporting

About the ICCA HPV Initiative: The International Council
of Chemical Association (ICCA) acknowledged that many concerns about
the adequacy and availability of hazard assessment information were
being raised in many regions of the world. The ICCA also recognized
that several other programs and initiatives, such as that in the

In 1998, the ICCA concluded that it would be useful to establish
a global initiative that would build upon these regional and national
initiatives. challenged global chemical manufacturers and/or importers
to voluntarily complete hazard assessments on 1,000 HPV chemicals
by the end of the year 2004. The precise requirements of the hazard
assessment have been set forth by the Organization for Economic
Cooperation and Development (OECD) Screening Information Data Set
(SIDS) program. The hazard assessment includes providing data on
physical/chemical characteristics, environmental fate and pathway,
